Will washing damage old mortar?

It can, if the pressure is wrong. Older and softer joints get a gentler setting, and anything already crumbling gets pointed out to you instead of blasted loose.

Can you get black streaks off?

Usually. Algae and soot lift well. Deep staining in porous brick sometimes fades rather than vanishes — you will hear that up front, not afterwards.

Do you do painted brick?

Yes, at lower pressure. Sound paint washes fine; paint that is already flaking will keep flaking, so it gets looked at before anything starts.
